"Share on X" opens the tweet compose window with the caption already filled in and copies the photo in the background — paste it in with Cmd/Ctrl+V. "Share photo" opens your phone's share sheet for other apps (Instagram etc.) with the photo actually attached. "Copy" copies the photo and caption together for anywhere else — use it if your device's own share-sheet "Copy" misbehaves (some duplicate the image and drop the caption).
